The GST System is releasing an updated version of emSigner (v3.3) to ensure compatibility for all taxpayers and tax officers who use Digital Signature Certificates (DSCs) on the GST Portal. This new version is specifically designed to work with USB dongle tokens issued on or after September 21, 2026.
A. Users with Existing Valid Certificates
If you currently have a valid Digital Signature Certificate (DSC) and your existing USB dongle is functioning correctly as of September 21, 2026, you can continue using your current emSigner version without any changes.
However, if you experience issues such as signing failures or your certificate not appearing for selection even with properly installed token drivers, it is recommended to upgrade to emSigner version 3.3. This new version is backward compatible and supports existing USB dongles.
B. Users with Newly Issued Tokens
Users who receive a new USB dongle token on or after September 21, 2026 (either for a new certificate or a renewed certificate in a new dongle) must upgrade to emSigner version 3.3. Follow these steps:
Step 1: Verify System Requirements
Before proceeding, ensure that the computer (desktop, laptop, or All-in-One) used for DSC on the GST System meets the following minimum specifications:

Step 2: Download and Install emSigner v3.3
Download and install emSigner version 3.3 directly from the GST Portal. You can access the download page here: https://www.gst.gov.in/help/docsigner. Please note that older emSigner versions will not be compatible with new DSC dongles issued from September 21, 2026, onwards.
C. DSC Validity and Future Renewals
According to the Controller of Certifying Authorities (CCA) advisory, Digital Signature Certificates downloaded onto FIPS 140-2 compliant dongles on or before September 21, 2026, remain valid and can be used until their expiration date. This date does not automatically invalidate existing DSCs. However, for subsequent renewals or new DSC issuances, a FIPS 140-3 compliant dongle will generally be required, with certain exceptions specified by the CCA.
